DescriptionThe Executive Committee is the highest governing body of the DLM Forum and is elected by the membership from the membership. The Executive Committee appoints and directs a Managing Director who is in charge of the DLM Forum's programmes and its day-to-day operations. The DLM Forum's Articles of Association give the Executive Committee explicit power to set up other administrative and advisory bodies, such as the MoReq Governance Board, and delegate responsibilities to them including creating sub-committees, project groups and technical panels. ConstitutionAccording to the DLM Forum's Articles of Association, the Executive Committee must consist of between seven and nine elected member representatives. In addition to the elected delegates, the Managing Director, the Chair of the MoReq Governance Board and an observer from the European Commission also usually attend all Executive Committee meetings but do not vote. There are three office bearers in the Executive Committee: Chair, Vice Chair and Secretary. These officers are appointed by the Executive Committee from among its number at the first committee meeting of every year and serve until the first committee meeting of the subsequent year. Historically the Executive Committee was exclusively made up of assigned delegates from national archives; reflecting the greater number of votes that national archives are given in elections, but not reflecting the true diversity of DLM Forum membership. However, in 2008 the members passed a constitutional amendment to increase the number of seats on the Executive Committee by two (from a maximum of seven to nine) with the specific intention of attracting representatives from the wider membership outside the strictly archival community. By convention, two seats on the Executive Committee remain reserved for representatives from member organisations who are not national archives although it is important to note that this is by convention only and the DLM Forum's Articles of Association do not place any restriction on who may or may not be elected by the members to any vacant seat on the Executive Committee.
